Could be.  Also, it is at times a well utilised pipe.

WebFunds is chocka full of strong crypto, it includes
a Cryptix jar.

However, under new rules, you are now allowed to export
crypto if it is "public domain" under their definition
(which really means open source and widely distributed).

So, you might like to go ahead anyway.  But, it's up to
you, IANAL, check with your lawyer, if he can spell crypto,
that is.
