[Webfunds-users] Issuance Server?

My understanding is limited.

But is it possible for users other than the operator of the issuance
server
to, or at least for qualified users to be given the right to, use the 
server to issue instruments freely?

If not are things flexible enough so that it would be feasible to add
the
capability?
