Nah!  That's not a bug, that's a documented feature :)
And, if you still think it is a bug, it won't be in the
next release coz the 'new' button has disappeared.

OTOH, the path is a little convoluted.  There needs to
be a little more explanantion and perhaps a quick jump
from the error message in "add contract" to the file
explorer.

Why not?  It could always be taken off I suppose, but I
