This Commerce Business Daily (CBD) announcement constitutes a NOCA of a proposed purchase of accessory parts for the Theater Deployable Communications, Lightweight Multiband Satellite Terminal (TDC/LMST) Program to be accomplished under Federal Acquisition Regulation (FAR) Part 12, "Acquisition of Commercial Items". Theater Deployable Communications (TDC) is a state-of-the-art communications infrastructure designed to replace existing older communication systems. The TDC system can transmit and receive voice, data, and video communications securely to and from wireless, satellite, or hard-wired sources. TDC/LMST is a system designed to provide satellite communications for a point to point connection. The LMST system is a commercial off-the-shelf, Non Developmental Item (COTS/NDI) triband satellite communications terminal. The LMST configuration currently being fielded uses the KIV-7HS encryption device in support of the Interim Tactical Orderwire System (ITOS). To continue support of ITOS use with LMST, the Government requires 59 each KIV-7HS, part number 4070580-0501 Emmbedable COMSEC Module. The items and quantities are to be acquired and priced under one order (part number is Rainbow Technologies Mykotronx designation). Delivery will be to nineteen different locations for the specified quantities; Elmendorf AFB, AK, 3 EA; Robins AFB, GA, 9 EA; Travis AFB, CA, 3 EA; Davis Monthan AFB, AZ, 1 EA; Mountain Home AFB, ID, 1 EA; McGuire AFB, NJ, 6 EA; Tinker AFB, OK, 14 EA; Seymour Johnson AFB, NC, 2 EA; Hurlburt Fld, FL, 3 EA; Ft Gordon, GA 2 EA; Ramstein AB Germany 1 EA; RAF Lakenheath England, 2 EA; RAF Mildenhall England, 1 EA; Misawa AB Japan, 1 EA; Kadena AB Japan, 2 EA, Pope AFB NC, 2 EA; Aviano AB Italy, 2 EA; Spangdahlem AB Germany, 2 EA; and Eielson AFB AK, 2 EA no later than 180 days after contract award. Specific shipping instructions will be provided in the awarded purchase order. FOB point is destination. ESC proposes to award an order during March 2000, to Rainbow Technologies Mykotronx to acquire these modules. The proposed contract action is for NSA certified Emmbedable COMSEC devices for which the Government intends to solicit and negotiate with one source under authority of FAR 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements". Supporting documentation may include, but is not limited to, company qualifications, equipment specification sheets, and catalogs. Responses must be received no later than close of business on 7 Mar 00. Responses must include the company name; address; DUNS number, CAGE code, Tax Identification Number, size of business (i.e., large business, small business, small disadvantaged business, 8 (a) concern, or women-owned business, very small business, or HUBZone small business); whether U.S. or foreign owned entity, and a point of contact in their response. The Government anticipates award of an order to Rainbow Technologies Mykotronx on or about 21 Mar 00.
